Practical Governance Group

Co-authors of the bestseller, Practical Governance, J. Larry Tyler and Errol Biggs, Ph.D., formed the Practical Governance Group in 2001 in response to numerous requests to share their insights with healthcare boards nationwide. With Biggs as Chairman and Tyler as Vice-Chairman, the faculty has now expanded to include other governance experts. Since its founding, members of the Group have presented to numerous boards ranging from those of small rural hospitals to those of leading urban hospital systems. In addition, they also have presented to national audiences at the request of various healthcare associations and written for leading healthcare publications.

As Chairman of the Practical Governance Group, Dr. Biggs’ primary research and consulting activities include work with hospitals to improve the governance of those organizations. He teaches governance in both the graduate on-campus and executive programs in Health Administration at the University of Colorado. He is also a faculty member of The Chairman’s Society and the American Governance & Leadership Group.

Dr. Biggs is a Fellow in the American College of Healthcare Executives. He is also a member of the National Association of Corporate Directors; BoardSource; the Association of University Programs in Health Administration; and the Medical Group Management Association.

Dr. Biggs has been involved in both the investor-owned and not-for-profit hospital industries, including 12 years as the CEO of large, teaching hospitals. He also directed the first merger of an osteopathic (D.O.) hospital and an allopathic (M.D.) hospital in the United States.

Additionally, he has served on several not-for-profit and investor-owned boards of directors. He is also is the author of numerous articles on healthcare governance. Dr. Biggs is also the co-author of best-seller, Practical Governance, and author of the forthcoming book, The Governance Factor: 33 Keys to Success in Healthcare, both published by Health Administration Press.

J. Larry Tyler

Larry Tyler, President of Tyler & Company, founded the firm in 1978. Since then, the firm has become recognized as one of the nation's leading healthcare executive search firms. Mr. Tyler has personally conducted hundreds of CEO and other executive-level searches for leading hospitals and hospital systems, as well as for medical group practices, managed care plans, and other not-for-profit and investor-owned organizations in the healthcare delivery system. His extensive work with Board members in conducting these searches has provided tremendous insight into effective governance and a foundation for his book, co-authored with Dr. Biggs, Practical Governance, and the subsequent founding of The Chairman’s Society.

Originally from Washington, Georgia, Mr. Tyler began his professional career with Price Waterhouse & Company. Today, besides his credential as a certified public accountant, he holds credentials from four leading professional associations—American Association of Healthcare Consultants (FAAHC), American College of Healthcare Executives (FACHE) Healthcare Financial Management Association (FHFMA), and the American College of Medical Practice Executives (CMPE)—making him the only person ever with this distinction.

Tyler was the 1989 recipient of AAHC's Chet Minkalis Service Award. He also served as AAHC's Chairman from 1994 to 1995. Tyler served as Chairman of the ACHE's Career Development Committee from 1994 to 1996 and received Ache's Regent's Award for Georgia in 1996. A well known author and speaker in the field, Mr. Tyler is also a member of the editorial board of Healthcare Financial Management and The Physician Executive magazines. He is a member of the adjunct faculty at the University of Alabama, Birmingham and University of Colorado, Denver programs in health administration.

His book, Tyler's Guide: The Healthcare Executive's Job Search, was first published in May 1994 by Health Administration Press, with the third edition released in early 2002. He is also the co-author of Practical Governance, published by Healthcare Administration Press in January 2001. In 1995, Mr. Tyler was cited by his peers as one of the top search consultants in the country in the book The New Career Makers by John Sibbald.

Andrew Garman joined the HPI in 2000 as a manager of leadership research. Dr. Garman's primary research and consulting activities involve leadership competency modeling, assessment, and development. As Associate Professor in the Department of Health: Health Systems Management, Rush University, Garman teaches courses in leadership & ethics, organizational analysis, and entrepreneurship in the Rush master's programs, and as adjunct faculty in the Executive Master's program of the University of Alabama Birmingham.

Prior to joining Rush, Dr. Garman served in faculty and practice roles for the University of Chicago, the Illinois Institute of Technology, and the Federal Reserve Bank of Chicago. He currently serves as Associate Editor of Consulting Psychology Journal: Practice & Research, and his research work has been published in a wide variety of academic journals, including the Journal of Organizational Behavior, Administration and Policy in Mental Health, Psychiatric Services, and the Journal of Health Administration Education.

Samuel A. Friede

Samuel A. Friede, FACHE, joined the HPI in September 1998 as manager, governance initiative . Previously he served as senior consultant at VHA Pennsylvania; director of the consulting and trustee services division of The Hospital Council of Western Pennsylvania; and vice president of medical affairs and administrative services for Shadyside Hospital, Pittsburgh. Mr. Friede holds a bachelor's degree in biology from Columbia University and earned his master's degree in business administration from the University of Chicago. He is a Fellow of the American College of Healthcare Executives and presently serves on the boards of several health care and community institutions, including the board of Armstrong County Memorial Hospital and the ethics committee of St. Clair Hospital. Mr. Friede also is a member of the Advisory Board of the Nonprofit Leadership Institute at Duquesne University. He teaches "Fundamentals of Healthcare Governance," "Strategic Management," and "Integrated Delivery Systems" at the University of Pittsburgh.
